Someone needs to write a plugin for Garageband3 that lets you publish audio directly to the Internet Archive with a Creative Commons license, similar to FlickrExport for iPhoto. This would be a new command: Share to the Internet Archive.
Basically, someone needs to intergrate ccPublisher into Garageband3. Or at least make ccPublisher work with exported mp3 files from iTunes so they are not corrupted by the program during the upload process…
